The Comptroller-General of Customs has forwarded me the following memorandum for advice:

In view of the fact that the question as to what shipping laws apply to vessels trading in the Mandated Territories is likely to arise at the Court of Marine Enquiry shortly to be held in Sydney, I shall be glad if the Solicitor-General will be good enough to advise in regard to the following questions:

  1. Does the Commonwealth Navigation Act apply to ex-German Territories governed under the Mandate?
  2. Does the British Merchant Shipping Act apply to ex-German Territories governed under the Mandate?
  3. Has any Ordinance been brought into operation providing for local control of shipping?
