WHETHER IN URGENT CASE GOVERNOR-GENERAL MAY ASSENT TO BILL ON RECEIVING TEXT BY TELEGRAM

Referring to the questions submitted by you from His Excellency the Governor-General for urgent advice-

  1. Whether the assent of the Governor-General to Bills passed by both Houses of Parliament can be effected by telegram before the actual signature of the Bills by him;
  2. As to the means of enlargement of the delegation to the Governor of Victoria to cover assent to Bills(1)-

I have the honour, by direction of the Attorney-General, to inform you that the Attorney-General advises that, in urgent cases, Bills may be assented to by the Governor-General on receipt by him of a telegram setting out the full text of the Bill or verifying by reference the full text of the Bill as passed, together with a certificate by the Speaker or President as the case may be that the Bill has passed both Houses.
